RDE Utility Transition

What RDE water system customers need to know about the transition to Nixa Utilities

RDE Water Company was initially established by Rex Deffenderfer in 1970 as a rural water system. RDE stands for Rex Deffenderfer Enterprises and has continued to be owned by the Deffenderfer family. The water system has about 1,100 total residential and commercial customers.

In 2005 and again in 2020, the owners of RDE water company approached the City of Nixa and asked if city council would consider purchasing the utility and absorb it into the Nixa Utilities water system. Other businesses had expressed interest in purchasing the utility, but the owners preferred that the City of Nixa purchase the system.

The City of Nixa performed due diligence research, conducted an appraisal, and came to an agreement on price with the business owners. The intent is for the City of Nixa to enhance the RDE water system, and eventually the systems will be combined and will enhance one another. The City of Nixa and the owners of RDE entered into an asset purchase agreement, which, like buying a home, means there was a checklist of things to do before the sale became final and closed.

Effective November 1, 2022, the City of Nixa will have officially acquired the RDE Water Company, meaning your address will soon be served by Nixa Utilities, and we wish to welcome you as one of our newest water utility customers.

As a municipal hometown utility with no profit motive, our goal is to provide you with the best utility service possible at the most affordable rate. In addition to our financial commitment to invest in major system upgrades over the next few years, we work to provide excellent customer service 24 hours a day.

Our utility billing office is open Monday through Friday from 8:30 to 4:30 except holidays. Outside those hours we offer 24-hour emergency services by using a call center to dispatch our personnel for needed repairs to correct service interruptions. Our 24/7 phone number is 417-725-3229. You may also visit our website NIXA.com for more information and to set up your online utility payment portal account. Your account is being set up by our Utility Billing staff using information provided to us by your previous utility provider. How to Lower Your Water Rates by Signing a “Consent to Annex”

Nixa Utilities water rates are adopted for customers both inside and outside the city. The current rates are listed below. During negotiations and transfer of ownership to Nixa Utilities, Nixa city council adopted an ordinance which offers you as a customer outside the city limits with a way to receive the same service rate as our customers inside the city. This option is available upon your execution of an irrevocable consent to annex.

An irrevocable consent to annex is not immediate annexation because under state law, your property currently may not yet be eligible to be annexed. An irrevocable consent to annex is a commitment by you, the property owner, to annex into the city at some time in the future when your property becomes eligible and the City decides to move forward with annexation. Your property will not be eligible for annexation until and unless your property line becomes contiguous with or joins a neighboring property which is inside the city limits.

If you are interested in potentially signing an irrevocable consent to annex in order to receive the lower utility rate as offered, select the “Consent to Annex” tab above to complete and submit the online “Consent to Annex Application Form”. NOTE: You will need to upload a copy of your warranty deed and legal description of your property. We will accept a .pdf scan or .jpg image of the document.

Upon receipt of your application and proof of ownership of the property, the City’s staff will then draft the Irrevocable Petition and Consent to Annex Agreement specific to your property and contact you to set up a time for you to visit City Hall to sign the agreement which will be witnessed by one of the Notary Publics on city staff.

Your new, lower billing rate will become effective on the first billing period after you have signed the Irrevocable Consent to Annex agreement. Once completed, city staff will record the final agreement at the Recorder of Deeds and mail you a copy upon your request.

Residential Water Rates:

Inside city limits:

Base Rate: $15.00 includes first 3,000 gallons

Additional water billed at $2.85 per 1,000 gallons

Outside city limits: (In order to qualify for the lower “inside city limit” rate, see the following page regarding consent to annex.)

Base Rate: $22.50 includes first 3,000 gallons

Additional water billed at $4.28 per 1,000 gallons

Commercial Water Rates:

NOTE: Commercial customers located inside city limits will be charged the rates listed below. Commercial customers located outside city limits will be charged 1.5x the published rates. (In order to qualify for the lower “inside city limit” rate, see the following page regarding consent to annex.)

Availability Charge Base Rates:

1” Meter Base Rate: $45.00

2” Meter Base Rate: $130.50

4” Meter Base Rate: $275.50

Commercial customers pay the base availability charge as determined by the size of their meter, plus the applicable usage rate.

Usage Rates:

Less than 100,000 gallons used: $2.35 per 1,000

100,000 to 500,000 gallons: $1.70 per 1,000 500,000+ : $1.40 per 1,000

What Tuscany Hills water & sewer system customers need to know about the transition to Nixa Utilities

The Tuscany Hills subdivision was established in 2010, with its own separate water and sewer utility systems. The development began prior to the 2008 recession, and during the economic downturn, the bank which had lent money to the project ended up taking over the subdivision including the utilities. The bank sold the subdivision including the utility systems to Brent Johnson. Johnson hired an operator for the utilities but was eventually approached by a business which was interested in purchasing the utility from him. Johnson then approached the City of Nixa and asked whether the City would be willing to purchase the utilities and take over the maintenance, operations and customer service. The system currently has approximately 89 residential and 4 commercial customers.
